The short answer

For a document issued outside Qatar, the usual order is:

  1. Verification by the issuing authority or a notary in the issuing country
  2. Authentication by that country’s Ministry of Foreign Affairs
  3. Attestation by the Qatar embassy or mission in that country
  4. Attestation by the Ministry of Foreign Affairs in Qatar
  5. Certified Arabic translation by a licensed translation office in Qatar, if the receiving office needs Arabic

Requirements differ between offices and change over time. Always confirm with the ministry, employer or institution that will receive your document.

Step 1: Verification in the issuing country

The document is first verified where it was issued. Depending on the country and document type, this is done by the issuing body, a notary, the education ministry (for degrees) or a regional authority. This step confirms the document is genuine before it goes further.

Step 2: The issuing country’s foreign ministry

The foreign ministry of the issuing country authenticates the earlier seals and signatures. Some countries use a central authority or authorised agency for this step.

Step 3: The Qatar embassy in that country

The Qatari embassy or mission in the issuing country attests the document so it can be recognised in Qatar. MOFA has also introduced an online service that lets people start the attestation of documents while they are abroad, with Qatar’s missions authenticating the documents.

Step 4: Ministry of Foreign Affairs in Qatar

Once the document is in Qatar, MOFA adds the final local attestation. This can be done through MOFA’s e-services: sign in with the National Authentication System, choose the attestation service, upload clear copies, pay the fee online and hand the original to Qatar Post for collection and return. Check the MOFA website for the current fee and processing time.

Step 5: Certified translation

If the receiving office needs the document in Arabic, the attested document is translated by a licensed translation office in Qatar. Translating after attestation means the attestation stamps and endorsements are translated as well, which most offices expect. Degrees may also need equivalency with the education ministry, and some professions need licensing approval after that.

Using a Qatari document abroad

The reverse order for documents issued in Qatar

Usual order for Qatari documents used in another country

  1. Issuing Qatari authority confirms or certifies the document
  2. Authentication by the Ministry of Foreign Affairs in Qatar
  3. Attestation by the destination country’s embassy in Doha
  4. Certified translation into the destination language, if required

Some embassies want the translation attested as well, so ask the embassy whether to translate before or after its stamp.

Avoid rejections

Five mistakes that send documents back

  • Skipping a step. Each attestation confirms the one before it, so a missing step usually means starting again.
  • Name spelling that does not match the passport. Give your translator your passport page.
  • Translating too early. A translation made before attestation leaves out the stamps.
  • Uncertified translation. Offices expect a certified translation from a licensed office in Qatar.
  • Bringing a copy instead of the original. Attestation is done on the original document.

Attestation FAQ

Questions about attestation and translation

Still have a question?

Our team answers on WhatsApp during office hours, usually within minutes.

Should I translate my document before or after attestation?

In most cases, after. Complete the attestation steps first, then have the attested document translated so the stamps and endorsements are translated too. Some offices have their own rules, so confirm with the office receiving the document.

Can I do MOFA attestation online?

Yes. The Ministry of Foreign Affairs offers attestation through its e-services, using Qatar's National Authentication System to sign in. You upload copies, pay online and hand the originals to Qatar Post for collection. MOFA also offers an online service for starting attestation of documents while you are abroad.

Do documents issued in Qatar need attestation to be used abroad?

Usually yes. A Qatari document is typically authenticated by MOFA Qatar and then by the embassy of the destination country in Doha. If the destination country needs it in its own language, a certified translation is added.

Is a translation done abroad accepted in Qatar?

Qatari offices generally expect a certified translation from a translation office licensed in Qatar. A translation done abroad may be refused, so check with the receiving office before relying on it.

What usually causes a document to be rejected?

The most common reasons are a missing step in the attestation chain, names spelled differently from the passport, translating before attestation so the stamps are missing, an uncertified translation, and submitting a copy when the original was required.

Can TrustLink help with the attestation steps?

Ask our team on WhatsApp. We can confirm the usual order for your document and prepare the certified translation once the attestation is complete.
